The South Korean government has revised related regulations to expand offshore Korean won (KRW) transactions by foreign financial institutions, as part of its roadmap for the internationalization of the won.
The Ministry of Economy and Finance announced on the 16th the revisions to the "Guidelines on Foreign Exchange Business of Foreign Financial Institutions" and the "Foreign Exchange Transactions Regulations." Through this revision, financial institutions handling won-denominated business for non-residents abroad are officially institutionalized as "Registered Foreign Financial Institutions for KRW (RFI-K)." Accordingly, detailed procedures for registration, alteration, and termination have been clearly established.
Registered foreign financial institutions can open an omnibus account at domestic foreign exchange banks after registering with the Ministry and conduct offshore won settlements freely via the Bank of Korea's won international settlement system, without constraints of time or location. The clientele for such transactions is limited to foreign non-residents.
Furthermore, these institutions are permitted to borrow won from domestic banks without limits for settlement support purposes, effectively mitigating settlement risks. The reporting obligation for won-denominated capital transactions between non-residents has also been waived, making won transactions among non-residents far more accessible.
RFI-K institutions are required to verify that counterparties are strictly foreign non-residents and are obligated to report key transaction data to foreign exchange authorities. As with existing registered foreign institutions, they may entrust an agency to fulfill these reporting requirements.
The government plans to conduct prudential management of these institutions and collaborate with the Bank of Korea and other authorities to continuously monitor transaction details and regulatory compliance.
